Draft Local Housing Strategy

Have your say on the draft Local Housing Strategy to help to set a clear plan for the provision of housing in the Wollondilly local government area over the next 20 years.


The draft Local Housing Strategy considers the evidence base and key trends that will shape the future housing demand and housing supply in the Shire. These include things like demographic factors, housing for particular needs, housing affordability, local land use opportunities and constraints, and infrastructure.

The draft Local Housing Strategy has been prepared in line with the NSW Government's Local Housing Strategy Guideline and consists of four sections:

  • Introduction - Includes an executive summary with the key findings and recommendations for the Local Housing Strategy.
  • The Evidence - Establishes the demographic, housing and affordability context for Wollondilly.
  • Priorities for housing - Brings all the information together to describe what the current context is, what the future state should be and the options to get there.
  • Actions - Provides an implementation and delivery plan, outlining a set of recommended actions for Council.


Recommended actions within the draft Strategy are included under the following four directions:

1.
Provide housing in areas that are adequately serviced by infrastructure

Growth is appropriately serviced by infrastructure
2.
Promote housing diversity and affordability

Diversity in housing tenure to cater for all stages of life, meeting the needs of the current and future residents of Wollondilly
3.
Plan and coordinate growth for emerging communities

New housing in Growth Areas is planned and co-ordinated with adequate provision of hard and social infrastructure, and access to services
4.
Build sustainable and resilient communities that protect and celebrate our environment

Housing is safe, built to a high quality and that is located away from areas at high risk of flooding and bushfires and respects and enhances the local character of the Shire.


A key finding of the draft Strategy is that Wollondilly has adequate land capacity to supply additional housing in line with demand over the next 20 years. The Wilton Growth Area also provides an opportunity to significantly contribute to housing supply at a District level, with 90% of forecast housing growth in Wollondilly to be located in the Growth Area.

The draft Local Housing Strategy is supported by the Draft Affordable Housing Short Paper. The Short Paper provides a summary of the analysis of affordable housing demand and supply in Wollondilly and should be read alongside the Draft Strategy.


Land Included in the Study Area

The draft Strategy is focused on housing types on residential zoned land (R2 Low Density Residential, R3 Medium Density Residential and R5 Large Lot Residential. However, it also considers rural and business zoned land where this allows for housing.


Status of Draft Strategy

Council has endorsed the Draft Local Housing Strategy for consultation purposes only. It does not yet represent Council policy. Community and stakeholder feedback will inform the final strategy.
