What is a Master Plan?

    A Master Plan is a high level design that acts to illustrate 

    • How a park or public open space can function
    • The types of facilities that can be provided for
    • Key features that may be achieved. 

    It is a long term vision (usually a 10 year plan), that is formally adopted by Council and then implemented in stages based on available funding.

    The Master Plan process pulls together all of the community feedback on what they value for the location and how they would like to use the space in the future, along with consideration of the specific site attributes such as its history, the topography, services, traffic, environmental features, drainage, etc ,to provide a balanced vision for the site going forward.


    How were the draft concepts developed?

    The draft concept plans were prepared following the Phase 1 of the community engagement which was conducted in October 2023. Phase 1 included key stakeholder meetings, a pop up kiosk in Memorial Park and online consultation by way of a survey, interactive mapping tool and page via Your Say Wollondilly.

    The feedback received through Phase 1 helped develop the vision, four key principles and design options that are now presented for Phase 2 community engagement.


    Is the Community Hall part of the Master Plan?

    Council has secured funding through the Western Sydney Infrastructure Grants Program (previously WestInvest) for the community hall located on Westbourne Avenue. This is a separate project to the Thirlmere Memorial Park and Thirlmere Sportsground Master Plans.

    The multipurpose facility that is identified on the draft concept plans for Thirlmere Sportsground is in response to the community and user group input. The actual design of the facility will be the subject of a future detailed design stage once funding is secured, and likely to include things like change rooms, clubroom, storage, community hire space, canteen etc.
