What is a Neighbourhood Plan?

    A Neighbourhood Plan (NP) is the term given to a high level concept plan for development in Wilton Growth Area. A Neighbourhood Plan is prepared for land that has been rezoned and is required before a Development Application (DA) is lodged for subdivision of land or building a home in the growth area. 

    The Plan should visually communicate the layout and design outcomes sought for the area, as well as include a series of objectives and planning controls.

    Once adopted, a Neighbourhood Plan forms an amendment to the Wilton Growth Area Development Control Plan 2021. It needs to be consistent with Wilton 2040 - a plan for the Wilton Growth Area prepared by the Department of Planning, Infrastructure and Environment - and the relevant precinct structure plan. 

    What type of information does a Neighbourhood Plan provide?

    The detail provided with a Neighbourhood Plan should include (as a minimum): 

    • number of dwellings
    • location of low and medium density housing 
    • location of schools, community facilities, local centres, employment areas 
    • identification of public transport corridors, bicycle and pedestrian networks
    • location of open space, 
    • buffers such as Bushfire Asset Protection Zones (APZs); noise and air emission.

    What infrastructure will be provided and when?

    A Neighbourhood Plan is a high-level document. While it will include the location of schools, location of facilities and other infrastructure, the timing, ownership, funding and delivery of those infrastructure items are secured through other planning processes. This may be through special infrastructure contributions, planning agreements and local contributions. 

    These processes will run separately to the Neighbourhood Plan and importantly the Neighbourhood Plan will not prejudice these processes. 

    What has changed since the Preliminary Notification?

    Since the Preliminary Notification, a DCP amendment has been drafted based on the technical studies, feedback from the community, and agency comments. 


    Noting previous concerns of Council and the community, key controls have been included consistent with the adopted North Wilton Neighbourhood Plan no.1.

    The proposed Nieghbourhood Plan now contains a series of images that depict:

    • Green and Blue Grid Plan
    • Grey Grid
    • Street transitions (between the approved stage 1 and future stages)
    • Indicative road cross sections for areas that require a tailored approach
    • Environmental constraints
    • Identified areas of Environmental Interest
    • Prominent Sites
    • Indicative Residential density
    • Local Centre Concept Design.

    In addition, a series of images are also provided to support site specific objectives and controls relating to:

    • Tree canopy cover
    • Water sensitive urban design
    • Indicative road designs for special treatments
    • Bushfire management and evacuation
    • Aboriginal Cultural Heritage
    • Contaminated Land
    • Development near gas easements
    • Subdivision design
    • Acoustic amenity and precinct interface
    • Development along ridgelines or prominent sites
    • Residential density
    • Local Centre indicative design and principles. 


Other Frequently Asked Questions

    Does the draft South East Wilton Neighbourhood Plan no.1 apply to the whole South East Wilton Precinct?

    No, the draft South East Wilton Neighbourhood Plan no.1 applies to only a portion of land within the South East Wilton Precinct. Stages two and three of the Precinct are accounted for under this draft neighbourhood plan. Stage one of the South East Wilton Precinct received development approval in 2019 prior to the Neighbourhood Planning process and is currently under construction.  

    Additional neighbourhood plans will be developed for the remaining stages of the South East Wilton Precinct over time as development is proposed. Each neighbourhood plan will be placed on public exhibition so that the community have an opportunity to comment.

    Consistency with the adopted South East Wilton Structure Plan

    Department of Planning & Environment exhibited proposed amendments to the South East Wilton Precinct Structure Plan from 12 October 2022 to 26 October 2022. 

    The two planning processes (i.e. draft neighbourhood plan and Precinct Structure Plan amendment) are occurring concurrently.

     The draft neighbourhood plan includes changes to:

    • the location or configuration of the medium density land, 
    • the alignment of some roads
    • the configuration of the local centre, school site and active open space, 
    • the orientation and location of the enterprise land.

    Any amendment to the Structure Plan would need to be supported by DPE, and may trigger amendments to legislation. This process would be dependent on advice from DPE.


    How will bushfire risk be managed?

    The Neighbourhood Plan addresses bushfire risk through the urban design. A Bushfire Assessment was submitted along with the Draft neighbourhood Plan. The Bushfire Assessment is said to inform the urban design outcomes of the Neighbourhood plan. It includes recommendations of indicative Asset Protection Zones (APZ) ranging from 10- 36m, four Primary Evacuation Routes, Vegetation Management, perimeter roads and water supply for Fire-fighting operations. 

    A Bushfire report being conducted by Black Ash consulting, has mapped the bushfire risk associated with Wilton. The area covered by the neighbourhood plan appears to be outside of the high bushfire risk zones.

    This will require further consultation with the NSW Rural Fire Service (NSW RFS) and Transport for NSW as and when required.

    How will the additional traffic be managed during and after the development of the Neighbourhood Plan Area?
