South East Wilton Draft Neighbourhood Plan No.1

Endorsed by Council in June 2023

Wollondilly Council has endorsed the first Neighbourhood Plan for the South East Wilton Precinct at their Council meeting on 27 June 2023.

The South East Wilton Neighbourhood Plan No. 1 will provide a vision and framework for land use planning for the Plan area, and applies to Stages 2 and 3* of the South East Wilton Precinct. It enables a proponent to prepare and present a Development Application to Council, as per the requirements of the planning document Wilton 2040.

What Is a Neighbourhood Plan, and What Does It Do?

A Neighbourhood Plan submitted to Council provides a framework for the assessment of Development Applications (DAs) within the Wilton Growth Area, through the inclusion of additional site-specific principles, objectives and controls within the Wilton Growth Area Development Control Plan 2021.

This draft Neighbourhood Plan will provide for approximately 1,286 lots with a range of lot sizes, and includes both residential and employment lands, a Local Centre, a school, playing fields, and passive and active open spaces.

Community Feedback

The draft South East Wilton Neighbourhood Plan No. 1 was on Public Exhibition from 1 February – 1 March 2023, with a Community Drop-in Session held on 24 February. The draft plan was previously open for feedback while on preliminary notification from 15 June – 15 July 2022. See our 'What We Heard' documents for more detail about the feedback.

Next Steps

The South East Wilton Neighbourhood Plan No. 1 has been submitted to the NSW Department of Planning and Environment (DPE) for approval. Once approved by the DPE, the Neighbourhood Plan will be added as an amendment to the Wilton Growth Area DCP 2021.


*The draft Neighbourhood Plan applies to Stages 2 and 3 of the South East Wilton Precinct. The Neighbourhood Plan does not apply to Stage 1 of the South East Wilton Precinct because it has prior development approval and is currently under construction. The Draft South East Neighbourhood Plan No.1 integrates the design of stage one into its Neighbourhood Plan without altering the approved Stage 1 design. Importantly, the Draft South East Neighbourhood Plan No.1 cannot impose changes to the previous consent approval of Stage 1.
