What is a Neighbourhood Plan?

    A Neighbourhood Plan (NP) is the term given to a high level concept plan for development in Wilton Growth Area. A neighbourhood plan is prepared for land that has been rezoned, and is required before a development application is lodged for subdivision of land or building a home in the growth area. 

    It is intended to be high-level and should visually communicate the layout and design outcomes sought for the area.

    A neighbourhood plan needs to be consistent with Wilton 2040 - a plan for the Wilton Growth Area prepared by the Department of Planning, Infrastructure and Environment - and the relevant precinct structure plan. 

    What type of information does a Neighbourhood Plan provide?

    The detail provided with a Neighbourhood Plan should include as a minimum: 

    • number of dwellings
    • location of low and medium density housing 
    • location of schools, community facilities, local centres, employment areas 
    • identification of public transport corridors, bicycle and pedestrian networks
    • location of open space, 
    • buffers such as Bushfire Asset Protection Zones (APZs); noise and air emission.


    Is there any previous work that influences the draft North Wilton Neighbourhood Plan no.1?

    A neighbourhood plan needs to align with:

    • Wilton 2040
    • State Environmental Planning Policy (Sydney Region Growth Centres) 2006
    • North Wilton Precinct Structure Plan (as referred to in Appendix 15 of the  State Environmental Planning Policy (Sydney Region Growth Centres) 2006


    Does the draft North Wilton Neighbourhood Plan apply to the whole North Wilton Precinct?

    No, the draft North Wilton Neighbourhood Plan no.1 applies to only a portion of land within the North Wilton Precinct. Multiple neighbourhood plans will be developed for the Wilton Growth area over time. Each neighbourhood plan will be placed on public exhibition so that the community have an opportunity to comment.


    What has changed since Neighbourhood Plan No. 1 was last on exhibition in September 2019?

    Landcom is the new proponent and developer for the site.  Landcom bring a strong commitment to the social, economic and environment sustainability of the North Wilton Precinct. Accordingly, the Neighbourhood Plan has been revised to reflect the following sustainability focus areas: 

    •      expansion of Special Urban Area retaining a greater number of trees and providing an established canopy cover over the early stages of the development 

    •      additional place making features such as creation of a sense of arrival through the use of natural features, trees and vegetation and water 

    •      a 6 Star Green Star Communities rating for North Wilton 

    •      design for effective water management including allowing the water cycle to function as it would naturally and the area returning more water to the system than it uses 

    •      aim for carbon neutrality and zero waste 

    •      optimise open spaces in a way that connects people to the places they want to go and improves the local environment 

    •      preserve and enhance local ecology 

    •      adopt a three-pronged approach to sustainability, focusing on environmental, social and economic outcomes. 


    How will bushfire risk be managed?

    The Neighbourhood Plan includes measures to address alternate access for the area, i.e. a temporary emergency access route. This will need further consultation with the NSW Rural Fire Service (NSW RFS) and Transport for NSW as and when required.

    NSW RFS has provided updated advice to Council, removing the objection to the previous Neighbourhood Plan as exhibited. The updated Neighbourhood Plan will still be referred to NSW RFS.


    What infrastructure will be provided and when?

    It is important to note that a neighbourhood plan is a high level document, and while it will include the location of schools, location of facilities and other infrastructure, the timing, ownership, funding and delivery of those infrastructure items are secured through other planning processes, such as special infrastructure contributions, planning agreements and local contributions. These processes will run separately to the Neighbourhood Plan and importantly the Neighbourhood Plan will not prejudice these processes. 


    How will the additional traffic be managed during and after the development of the Neighbourhood Plan Area?

    The key road network for the entire Wilton Growth Area has been planned and infrastructure staging has been provided. Details can be found in the document “Wilton: Building a great new town” which can be accessed here

    Specific to the draft Neighbourhood Plan area, upgrade of Niloc Bridge/Fairway Drive; access from Condell Park Road along the Hume Motorway to the Niloc Bridge connection; and minor works to the Niloc Bridge to ensure safe vehicular and pedestrian/cycle connectivity are planned. The existing Niloc Bridge will undergo minor upgrades to accommodate early traffic movements, while the new bridge is being built.
