Draft Planning Proposal - 20 Rockford Road, Tahmoor
Preliminary Consultation
Adding Residential Care Facilities to Permitted Land Uses
Precise Planning Pty Ltd has submitted a draft Planning Proposal for Council's assessment for land at 20 Rockford Rd, Tahmoor. This proposal seeks to amend Wollondilly Local Environmental Plan 2011 (LEP) to allow the current zoning at the site to include residential care facilities as an ‘Additional Permitted Use’.
The site is currently zoned RU4 Primary Production Small Lots, and a residential care facility is not permitted in the RU4 zone. The planning proposal seeks to make the following amendments to WLEP 2011 to enable a residential care facility on part of the land:
- Amend Schedule 1 of WLEP 2011 to include ‘residential care facility’ as an additional permitted use on the land;
- Amend the Additional Permitted Uses Map to identify the additional permitted use on part of the land;
- Amend the Height of Buildings Map to include a 12m building height limit on the part of the land where the additional permitted use would apply;
- Amend the lot size map from the current lot size category of 2ha (Z1) to 1ha (Y1).
By definition, a residential care facility means:
‘accommodation for seniors or people with a disability that includes:
(a) meals and cleaning services, and
(b) personal care or nursing care, or both, and
(c) appropriate staffing, furniture, furnishings and equipment for the provision of that accommodation and care,
but does not include a dwelling, hostel, hospital or psychiatric facility.’
It is important to note that Council officers have not yet assessed this draft Planning Proposal. Following this Preliminary Consultation, a report will be prepared for consideration by the Wollondilly Shire Local Planning Panel and Council. The report will include consideration of community submissions received during this preliminary notification period.
It is also important to note that the intent of this Planning Proposal is to add a permitted land use at the site. It is not a Development Application for a residential care facility on this land.
