Take a look at our draft Delivery Program and draft Operational Plan 2026/27 – we’re inviting feedback during the Public Exhibition period until 31 May 2026.
The draft Operational Plan details the services, priority actions, and projects that Council will undertake between July 2026 and June 2027, as well as confirming the Budget, Capital Works Program, Revenue Policy, and Fees and Charges for that period.
Key Focuses
Roads
The draft 2026/27 Operational Plan and budget proposes a substantial and ongoing investment in roads of $34M, comprising capital expenditure of $24.6M, and an operating expenditure of $9.4M.
Capital Works
Council is investing $174.8M in an extensive capital works program, that sees the delivery of a range of exciting projects in towns and villages all across the Shire over four years. This includes a $54.7M investment in 2026/27.
Key projects that are scheduled to commence or be completed during 2026/27 are:
- Appin Park – amenities extension for community space
- Bargo Waste Management Centre – site remediation works
- Brownlow Hill Loop Road – bridge renewal
- Woodbridge Intersection, Menangle – intersection upgrade
- Oakdale Hall – renewal
- Thirlmere Hall – renewal
- Tahmoor Sports Complex – eastern precinct works
- Thirlmere Sportsground – new amenities building
- Thirlmere East Park – planning and initial works
- Warragamba Sportsground – clubhouse (design and early works)
- Warragamba Recreation Reserve – netball courts
- Waterboard Oval, Warragamba – amenities, carpark and oval upgrade
- Picton Cultural Precinct – Green Square and early works
- Struan Street, Tahmoor – stormwater upgrade
- Burragorang Road, Oakdale – stormwater upgrade
- Montpelier Drive, The Oaks – road reconstruction
- Menangle Road, Douglas Park – road reconstruction.
Plus - Council will focus on continuous improvement, customer experience and organisational performance.
