Developing the Visitor Economy + Employment Land Uses Planning Proposal
Council is committed to developing the visitor economy in Wollondilly by making it easier for a range of tourism related developments to establish, while also supporting local businesses and communities in their recovery from the impacts of drought, Black Summer Fires, recent flood events and the ongoing COVID-19 pandemic.
Wollondilly’s natural and rural areas underpin the vision to develop the visitor experience and economy, with walking trails and tours, biking experiences, wellness activities, and function and conference centres.

The proposal also seeks to implement a recommendation from the Employment Land Strategy to update the permissibility of uses to provide further clarity and distinction between land use zones.
Planning Proposal Objectives
The planning proposal aims to amend the Wollondilly Local Environmental Plan 2011 to:
- Give effect to the Western City District Plan
- Attract investment and grow local jobs
- Enhance opportunities for people to connect with one another
- Minor amendments to update where new development terms are permissible
Proposed changes
The planning proposal includes over 35 amendments to expand the permissibility of a range of visitor economy related uses including temporary visitor economy uses, while protecting the potential impacts on rural land. It also proposes to recognise the visitor economy as a core objective for development and to strengthen the role and function of employment land.

The NSW Parliamentary Counsel's Office must issue an Opinion that the plan can be made.
