Wilton Town Centre Neighbourhood Plan No. 1

The next level of planning detail for the proposed Wilton Town Centre Precinct - the Neighbourhood Plan No. 1 - has been endorsed by Council.
In response to feedback received during public exhibition, Council officers have worked collaboratively with the proponent to amend the draft Neighbourhood Plan.
The key changes made post exhibition include:
Strengthening controls for biodiversity, habitat interface
Providing clarity on aboriginal cultural heritage requirements
Providing clarity on water servicing
Providing clarity on street hierarchy and layout
Providing clarity on water cycle outcomes expected by Council and the community
Providing clarity on active transport network
Updated images to better align with the changes requested.
The post exhibition amendments strengthen the site-specific controls to improve development outcomes for the Wilton Town Centre precinct. These amendments do not change the overall intent of the draft Wilton Town Centre Neighbourhood Plan No. 1 (WTCNP1).
A Neighbourhood Plan submitted to Council provides a framework for the assessment of Development Applications (DAs) within the Wilton Growth Area, through the inclusion of additional site-specific principles, objectives and controls within the Wilton Growth Area Development Control Plan 2021.
The site of the Neighbourhood Plan includes 58 hectares of undulating, predominantly cleared land with scattered woodland along boundaries and creek lines. The Neighbourhood Plan includes low density residential land either side of Picton Road, employment land along the Hume motorway, the location of a significant Hilltop Park, sub-arterial and collector roads. Once developed it will deliver 660-1,090 dwellings, 10 ha of employment land and 4.3 ha of local open space.
Public Exhibition of the Neighbourhood Plan
In line with Council’s Neighbourhood Plan Policy (Policy), officers completed the assessment process and workshopped issues with the proponent. The draft Neighbourhood Plan aligns with Council’s Policy, and does not prejudice future neighbourhood plans in the adjacent precincts.
Council resolved on 25 November 2025 to place the draft Wilton Town Centre Neighbourhood Plan No. 1 (draft DCP amendment) on public exhibition to seek community and stakeholder feedback.
Following the exhibition period, Council officers submitted a report to the elected Council in August 2026, where the Neighbourhood Plan was endorsed.
Please note: a neighbourhood plan is an amendment to the Wilton Growth Area Development Control Plan 2021 and not a development approval. A Development Application is still required for future land uses, assessed in accordance with the relevant legislation, regulations, Council policy and DCP, with consideration of servicing and other constraints.
