Draft South Wilton Precinct Planning Cells
Council is preparing early guidance for the future of South Wilton Precinct in line with the work completed by the State Government in Wilton 2040.
This is important because Wilton 2040 sets out the underlying land use for each precinct across Wilton Growth Area.
Council is not currently seeking to rezone the land as there are a number of studies and issues that need to be resolved, however this does not impact a landowner's ability to submit their own rezoning (planning proposal).
Council has completed a high-level assessment of the land in the South Wilton Precinct. The South Wilton Precinct incorporates areas to the East of the Hume Interchange not included in the Bingara Gorge or South East Wilton rezonings (see image).
What we are doing
In response to a number of landowner rezoning enquiries, Council is in the early stages of investigation of South Wilton’s land use capabilities. If endorsed, the draft South Wilton Precinct Planning Cells will provide an indicative land use plan to guide future landowner rezonings for employment or residential uses. Council will not be rezoning land as a result of this process. Landowners or developers will still need to prepare a planning proposal with the assistance of a private planning consultant.
Exhibition
This exhibition focuses on Cells 1, 2 and 3. The information brochures (see links) prepared for each cell explore the planning policy context and identifies the high level land use capabilities issues that will influence development. In summary:
‘Cell 1’ is split by Picton Road and identified as an employment sub-precinct, a mix of commercial and light industrial activities will be considered for the area, providing services such as manufacturing, wholesale trade, and large form retail trade, and taking advantage of the Picton to Wollongong transport route.
‘Cell 2’ located along Hornby Street has the potential to support the Shire’s ageing population, providing some low and medium density development complemented with appropriate public spaces and recreation facilities. This could provide opportunities for ageing in place within Wilton.
‘Cell 3’ with access from Alkoomie Place, lends itself to becoming a small residential community in a rural setting, however it contains significant bushfire risk and access issues, limiting opportunity to intensify land use for housing purposes.
There are currently no changes being considered for the Wilton Village or Peel Street surrounds. These areas will continue to be assessed under their current zoning in the relevant planning instruments and existing development controls.
Wilton Village as identified in the planning Cell 4 will be subject to further work in the future as part of Place Plan that looks at the character, opportunities and land use capabilities to identify areas of change, if appropriate.

Feedback

What next?
Council will incorporate the feedback of the landowners, community and government agencies to refine the Information Brochures and indicative land use plan for South Wilton.
Council will not be rezoning (planning proposal) or changing any land controls at this stage. This work is intended to help inform landowners and be used as a guide for future development should there be private interest to progress a planning proposal i.e. landowner or developer led (rezoning) planning proposal.
How do I rezone my land?
The rezoning (planning proposal) process begins with a Scoping Proposal which requires base studies and consultation with State Agencies. This is an extensive process and requires the engagement of a private planner and a number of other specialist consultants. Council's work on the Cells will help inform the type of studies needed and the issues that must be addressed.
