Proposed Rezoning - Southern Gateway Business Park

Preliminary Notification

Mirvac has lodged a draft Planning Proposal seeking to rezone land on Moreton Park Road near Menangle for general industrial (employment) uses while maintaining the existing rural zone on land adjoining the Nepean River, which has been identified for conservation under the Cumberland Plan Conservation Plan.

The business park is expected to provide 113ha of employment space, and the Economic Impact Assessment indicates 4,693 jobs. This is through 2,527 direct jobs which are specifically associated with the future uses like manufacturing, and 2,166 indirect jobs that are supported by the business park, like transport. The space is anticipated to house large warehouse and distribution buildings, communal spaces and recreational facilities.

The land proposed for rezoning is located on Moreton Park Road, Menangle, to the south of Menangle village, on either side of the Hume Highway. The proposal also includes some indicative strategic designs for access to the site from the Hume Highway.

The land includes:

  • Lot 1, Lot 2 and Lot 9 DP 248225, 610 Moreton Park Road
  • Lot 8 and Lot 10 DP 248225, 565 Moreton Park Road
  • Lot 104, Lot 105 and Lot 106 DP 249189, 610 Moreton Park Road
  • Lot 1 DP 550689, 610 Moreton Park Road
  • Lot 203 DP 590247, Moreton Park Road
  • Lot 1 DP 802151, 775 Moreton Park Road
  • Lot 2 DP 1272871, Moreton Park Road

Proposed Changes

The proposed changes include:

  • Change in the land use zone from RU1 Primary Production and RU2 Rural Landscape to E4 General Industrial, SP2 Infrastructure and RE1 Public Recreation
  • Change the lot size for the above zones from 100ha and 40ha to 5000m2
  • Reduction in size of the Menangle Landscape Conservation Area.


It is important to note that Council officers have not assessed this proposal, nor has the elected Council considered or formed a view on the proposal.

This preliminary notification is to spread awareness of the proposal and to seek community feedback prior to the proposal being assessed and being reported to the Local Planning Panel and Council. These assessment reports will include community feedback received during this preliminary notification period.
