Proposed Rezoning - Alkoomie Place, South Wilton

Preliminary Notification – Open for Feedback

Council has received a draft Planning Proposal seeking to rezone 103 hectares of rural land to residential on Alkoomie Place in South Wilton, and we are inviting community feedback prior to the proposal being assessed and reported to the Local Planning Panel and Council.

These assessment reports will include community feedback received during this preliminary notification period.

The rezoning would be done by amending the Wollondilly Local Environmental Plan 2011 (Wollondilly LEP 2011) and the Environmental Planning Policy (Precincts – Western Parkland City) 2021 (The Western Parkland City SEPP).

The proposal seeks to rezone approximately 103 hectares of rural land to residential. The proposal if progressed would deliver:

  • Approximately 450 – 550 homes which includes up to 10% affordable housing
  • Lot sizes proposed from 240 to 2,000 square metres
  • A new community space (100 square metres)
  • New road and street network
  • Upgrades to Picton Road (Intersection to Alkoomie Plan and a proposed second access further north
  • 18.1 hectares of managed active and passive open space
  • 27.5 hectares of land designated for environmental conservation.

The sites comprise:

  • 35 Alkoomie Place, Lot 61 DP 814316
  • 40 Alkoomie Place, Lot 32 DP 812178
  • 44 Alkoomie Place, Lot 1 DP 883647
  • 11 Alkoomie Place, Lot 2 DP 883647
  • 19 Alkoomie Place, Lot 3 DP 883647
  • 25 Alkoomie Place, Lot 4 DP 883647

The land is currently zoned RU2 Rural Landscape. The site is currently used as large lot lifestyle and rural purposes with primarily livestock grazing, horse agistment, dog boarding and training and other business.

This Planning Proposal seeks the following changes to the legislation:

  • Rezone land from RU2 Rural Landscape to R2 Low Density residential with a minimum lot size of 240 square metres and no height limit
  • Rezone land from RU2 Rural Landscape to R5 Large Lot residential with a minimum lot size of 2,000 square metres and no height limit
  • Rezone land from RU2 Rural Landscape to C2 Environmental Conservation with a minimum lot size of 40 Hectares.

The land included within this Planning Proposal includes all lots located off Alkoomie Place and Picton Road (see aerial image below).



To help guide the Planning Proposal process and ensure suitable development within the Wilton Growth area where people can live happily and healthily, Council would like to hear your thoughts on key elements of the proposal such as:

  • The proposed lot sizes and number of dwellings
  • Open space and the community building
  • Proposed access arrangements
