After extensive community consultation and revisions over the past 18 months, we now have a draft Master Plan and Plan of Management for Picton Parklands which was placed on Public Exhibition from December 2021. We accepted submissions until 11 February 2022.
Picton Parklands is a valuable open space and recreational resource for the people of Picton and wider Wollondilly community. Over recent years, Council has received numerous requests for various upgrades, facilities and improvements to this area. With no allocated funding for capital improvements to the site, projects are often completed on an ad-hoc basis or not undertaken at all.
A consolidated and strategic approach in the form of a landscape Master Plan, supported by a Plan of Management, will help guide the development of the site and better enable Council to secure funding opportunities.
The Picton Parklands area includes
- Picton Botanic Gardens
- Hume Oval Sports ground
- Picton Sports Ground (Fairley’s Road)
- Monds Lane Precinct
- Picton RSL Park
- Racecourse and Stonequarry Creek section.
The Plan of Management outlines the management priorities of the different categories of community land, according to their purpose. For Picton Parklands, this requires the official categorisation of the land as Park, Natural Area – Watercourse, Sportsground, or General Community Use. A Public Hearing, specifically related to the proposed categorisation, is required under section 40A of the Local Government Act. A report detailing submissions made about the proposed categorisation of land is now available - see the 'Documents' tab.
- Categorisation designates the type of land. E.g. For Picton Parklands the categories are Park, General Community Use, Sportsground, and Natural Area – Watercourse.
- A Plan of Management identifies management priorities based on the categorisation of the land. This includes the objectives of the land category, permissible uses of the land, proposed uses of the land, and an outline of facilities and features proposed to enable that use.
- A Master Plan provides a map and explanation of the facilities and features to be developed on the land over the next 10 years. It uses a multi-stage approach, and allows Council and other user groups to apply for funding for upgrades and facility development.

MAKE A SUBMISSION
A submission about land categorisation should address the question:
Do you agree with the proposed categorisation of land included in Picton Parklands as Park, Sportsground, Natural Area – Watercourse, and General Community Use? Why or why not?
- Public hearing: you can make your submission verbally at the Public Hearing
- Wollondilly Library, in the View Room, 42 Menangle Street, Picton - or online via Zoom
- Monday 7 February; 6:30pm (please arrive a little in advance)
- The Public Hearing will be conducted by an independent chairperson
