Stage 2 of the Wollondilly Heritage Planning Proposal proposes to remove three existing heritage items from the heritage list (delist them). These include:
‘Cottage’ at 91 Hawthorne Road, Bargo.
‘Farmhouse’ at 160 Dwyers Road, Pheasants Nest.
‘Kalinya Gardens and Landscape’ at 60 Great Southern Road, Bargo.
These listings do not satisfy the heritage listing criteria because either the buildings are of modern construction and should not have been heritage listed; are not as significant as previously thought and have lost integrity; or should not have been listed. Or, the recorded heritage details are incorrect and need to be corrected.
Background
In 2022, Council engaged a heritage consultant to complete a Shire-Wide Heritage Study. The aim of the Heritage Study was to update the existing heritage items already listed in the Wollondilly Local Environment Plan 2011 (WLEP), and identify potential new heritage items for listing. For all three items, this Heritage Study recommended that they be delisted as they do not satisfy the heritage listing criteria. This is because either the buildings are of modern construction and should not have been heritage listed; or are not as significant as previously thought and have lost integrity.
The Stage 1 Wollondilly Heritage Planning Proposal was publicly exhibited in October - November 2023 and considered by Council in December 2023. At this meeting Council deferred six items (including the three the subject of this Planning Proposal) to allow for further consideration of their heritage merit.
The further investigations into the heritage merit of these properties has been completed and Council resolved at its meeting in 26 November 2024 that:
Three items be delisted as follows:
‘Cottage’ at 91 Hawthorne Road, Bargo – as this was incorrectly identified as one of the originally early buildings of Bargo. It has a low level of intactness due to alterations over time.
‘Farmhouse’ at 160 Dwyers Road, Pheasants Nest – this building was constructed after 1988, in a style that imitates a Federation cottage and has no heritage significance.
‘Kalinya Gardens and Landscape’ at 60 Great Southern Road, Bargo – as most of the buildings and landscaping were built after the 1970’s and incorrectly heritage listed.
Two items remain heritage items as they still retain sufficient elements of heritage significance:
‘Farmhouse’ - 2 Werriberri Road, Orangeville
‘Cottage’ – 18 Webster Street, Picton;
Not proceed with new listing of the ‘Store (Former)’ at 168 Argyle Street, Picton as it has been so changed over the years that it has lost integrity and no longer demonstrates the site’s retail history or historical associations.
No further action was required on the two items to remain heritage items (Point 2) and the one new listing that will now not proceed (Point 3).
Acting on Council's decision in November 2024, in point 1 above, this Stage 2 Planning Proposal is to remove the three existing heritage items from the WLEP. We are inviting public feedback on the removal of these three items during the Public Exhibition period.

Council is authorised as the Local Plan-Making Authority (LPMA) to exercise the plan making functions for this amendment.
