Development Controls for Wollondilly Cultural Precinct
Adopted February 2023
Council has adopted the proposed planning controls to guide the redevelopment of the Wollondilly Cultural Precinct site, in Picton.
The new controls are intended to ensure the precinct is sympathetic to its surroundings, and are added as amendments to the Wollondilly Development Control Plan 2016 (DCP). The DCP provides planning standards and controls to guide new development in Wollondilly, and is relevant to applications for development e.g. Development Applications. The amendments apply specifically to the precinct indicated in the diagram.
The amendments include a character statement for the precinct:
To become the community, civic, cultural and economic heart of Wollondilly. It will be a meeting place, a place for cultural expression, civic activities, business activity and will bring together community members, the business community and visitors to Wollondilly.
Development within the Precinct will contribute to the social, environmental and economic fabric of the Picton Town Centre and the wider Wollondilly Shire. The precinct will harmoniously blend contemporary new development and greater scale-built form in a way which creates activity and a sense of place, without detracting from the heritage, low density and semi-rural character of the wider Picton Town Centre.
The amendments cover:
Public domain
Built form – including general and for each new building or place
Landscaping
Heritage
Traffic and parking
Accessibility
Sustainability
Safety
Flooding.
At their meeting in February 2023, Councillors made a change to the fencing control in order to maximise flexibility of using the Village Green and Children’s Services site.
Structure of the Development Control Plan
The controls will be included as a new section in the DCP. The new section, Part 4.5A, will amend Volume 5 - Commercial and Community Uses (see Documents).
Two documents are provided to explain the controls:
Proposed controls for the Wollondilly Cultural Precinct only (a standalone version)
A version of Volume 5 to show how the controls will appear and relate to the full volume.
