The Operational Plan for 2024/25 was adopted by Council at their June meeting following a period of public exhibition from 1-28 May 2024.
The draft Operational Plan confirms the Budget, Capital Works Program, Revenue Policy, Fees and Charges as well as services, priority actions, and projects that Council will undertake for 2024/25.
Key Focuses
Roads
The draft 2024/25 Operational Plan and budget proposes a substantial and ongoing investment in roads of $30.9M, comprising capital expenditure of $22.3M, and an operating expenditure of $8.6M. There will be an emphasis Road Renewal with $13M in works planned for the upcoming year, and creation of a new civil road crew plus additional road surveillance/inspection resources.
Capital Works
Council is directly investing $190.7M in an extensive capital works program, its largest ever, that sees the delivery of a range of exciting projects in towns and villages all across the Shire. This includes a $57.3M investment in 2024/25.
Key projects that are scheduled to commence or be completed during 2024/25 are:
- Dudley Chesham - Amenity and Community Facility
- New Performing Arts Centre in Picton
- Tahmoor Sports complex Stage 2
- Picton Sportsground extension of amenities
- Thirlmere Hall Renewal
- Renew and upgrade Oakdale Hall
- The Oaks Hall - refurbish existing facility
- Redbank Park Master Plan - Dog Park
- Appin Park amenities Extension for community space
- Oakdale Hall at Egans Road
- Old Menangle School Site
- Waterboard Oval in Warragamba
- Warragamba Netball Courts
- Picton RSL Memorial Park, Renewal of Public Toilets

Strategic Planning
More resources focused on rural and employment planning and growth management, supporting the viability of agriculture and affordable farming across the Shire and creating jobs and sustainable outcomes in our growth areas.
Customer Experience
Improving the customer experience and delivering excellent customer service will be the focus for all our interactions, projects and initiatives for the coming year through investment in delivering Council’s Customer Experience Enhancement Plan.
Arts & Culture
Investing in the new Wollondilly Performing Arts Centre operation, which is due to commence early in the 2024/25 Financial Year.
